DUSHANBE, January 29, 2014, Asia-Plus – The Accounts Chambers of Tajikistan and the Russian Federation have signed a cooperation agreement.
Mohammad Egamzod, a spokesman for the Tajik Embassy in Moscow, says the document was inked by Mr. Dilmurod Davlatov, Chairman of the Accounts Chamber of Tajikistan, and Ms. Tatiana Golikova, Chairperson of the Accounts Chamber of Russia, in Moscow on January 28.
The Accounts Chambers will cooperate in various areas. The document also provides for exchange of experience and training of personnel for Tajikistan’s Accounts Chamber, Egamzod noted.
Tajikistan’s lower chamber (Majlisi Namoyandagon) of parliament passed the law on the establishment of the Accounts Chamber on June 1, 2011. This government institution reportedly controls revenue and expenditure parts of the national budget, off-budget funds and investments coming in the country’s economy from abroad. The Accounts Chamber was reportedly established to tighten control of finances as well as conduct audit and assess the national budget. The Accounts Chamber is accountable to the President and the Parliament. The Majlisi Namoyandagon elects chief auditors of the Chamber of Accounts upon the recommendation of the President; chief auditor may be elected to not more than two seven-year terms.
The Accounts Chamber of the Russian Federation is the parliamentary body of the financial control in the Russian Federation. Chairman and half of (six auditors) of the Accounts Chamber are appointed by the State Duma (Russia’s lower chamber of parliament), Vice-President and the other half of (six auditors) are appointed by Council of the Federation (Russia’s upper chamber of parliament). Audit Chamber composed of a body and the unit. Board considers the organization of work, as well as reports and messages. Chairman (or in his absence - his deputy) manages the Accounting Chamber, organizes its work, auditors led by certain activities. The apparatus consists of the inspectors (who directly organize and carry out control) and other staff members.
