DUSHANBE, March 11, Asia-Plus  -- By government’s resolution it is prohibited to use lip-synching in artistic programs of national, provincial, city and district levels as well as in concerts, performances and wedding ceremonies, according to the Ministry of Culture (MoC).   

The source at a MoC said that the resolution on use of lip-synching permits use of “minus records” (back tracking) but only in theatrical shows, studio recording of television programs and at stadiums.   

“One the main reasons for prohibiting use of lip-synching is its negative impact on development of song and music art,” the source said.

According to him, the ministry plans to work out a supplement to government’s resolution prohibiting use of lip-synching.  The supplement will provide for penalty for use of lip-synching.
