The tender of power-related entities, including Bishkek’s combined heat and power plant, TEZ, its heat distribution network, Bishkekteploset, and the electricity company, Severelectro will run in Bishkek on January 24, 2009, the Prime Minister of Kyrgyzstan Igor Chudinov said Wednesday at the joint parliament session.
The tender winner within the next 5 years would have to invest $281 million in TEZ, whereof $20 million should be invested in 2009. The Severelectro investments should make about $64 million (whereof $4 million in 2009) and Bishkekteploset - $22 million ($121,000 in 2009). The total investment amount makes $336 million. Among tender obligations there is one that says that the companies running for tender should have at least $100 million of annual turnover and that the winner is not allowed to resell Bishkekteploset, Severelectro and TEZ until all investment obligations are fulfilled.
The government’s valuation of the entities has fast emerged as a point of contention. Prime Minister Igor Chudinov described the asking prices as "high enough considering the condition of those objects."
"Because of economic problems it’s unlikely that a serious investor will buy into them and invest the necessary amount of money," Chudinov added.
