Kyrgyzstan is likely to tighten legal requirements for non-governmental organizations. The idea to modernize the legal control system over non-profit organizations’ activity was voiced by the Kyrgyz members of parliament Iskhak Masaliev, Arapai Tolonov and Nurgazy Aidarov.
As to the lawmakers, Kyrgyz legislation does not control activity of the foreign non-profits in Kyrgyzstan, which negatively affects Kyrgyz security at the times of internationalization and international exchange development. After terrorist attacks in New York in 2001, countries had tightened the legislation for social and non-governmental organizations in order to retain security and stability. Such initiatives have been widely supported by the public.
It is necessary to introduce special registration for NGOs with foreign shares, their branches and offices. It was suggested to specify norms of providing the State Statistics, Justice and Tax authorities with information about NGOs’ activity, size and structure of their property. Besides, it was supposed to ban NGO and NCO involvement in political and election processes except for forms allowed by Kyrgyz laws.
If the proposed amendments are approved by the parliament, they will enter into force in three months after their publication. The relevant document was sent to parliamentary committees and fractions for consideration.
