DUSHANBE, January 9, Asia-Plus  -- Muhiddin Kabiri, deputy of the Majlisi Namoyandagon (Tajikistan’s lower chamber of parliament) also leader of the Islamic Revival Party (IRPT), has named President Rahmon’s decision to return three laws as requiring improvement “unprecedented move.”  

We will recall that the president on January 5 returned the laws on mortgage, wadset (real estate mortgage) and amendments to the tax code as requiring improvement.  

According to him, the return of the mortgage law is evidence of the fact that the president takes care of people more than the parliament or the government.  

“The head of state realized that farmers will not agree that land will be mortgage or buying and selling article,” said Kabiri, “They [farmers] would be opposed to that.”

            According to him, returning the laws the president “killed two birds with one stone,” firstly, he prevented negative response on the side of the population, and secondly, he demonstrated once again his concern for the people.  

Mr. Kabiri reminded that the mortgage bill had been endorsed due to interference of the government.  “Many deputies of the Majlisi Namoyandagon were against endorsement of the bill in this edition; however, they considered adoption of the mortgage law an evidence of support for the current policy in the country,” Kabiri said.
