KULOB, December 6, 2012, Asia-Plus  -- The Kulob mayor’s office has held a meeting to discuss the implementation by private individuals of decisions made by the municipal administration on rehabilitation of 155 construction projects in the city and the district of Kulob over the past fifteen years.

“The process of rehabilitation works leaves much to be desired,” Deputy Mayor Ozodi Hasanov said, noting that good intentions of many entrepreneurs have remained just on paper.

“Some of them have overrated their strength and means while others have resold the facilities to third persons,” the deputy mayor said.

Under the country’s legislation, if an entrepreneur has not started works in three years after getting the administration decision, a court may annul the decision.

“Courts, however, take entrepreneurs’ side,” said Hasanov.  “Thus, under the municipal redevelopment plan of Kulob, four hectares of vacant lands around one of the facilities, which was privatized in 1997, have been included in the housing stock, but the mayor’s office has failed to allot them for housing because the facility owner has turned up and won the trial.”

Later, the facility has been resold to another person but it still remains abandoned, Hasanov added.

The meeting participants decided jointly with entrepreneurs to find way out of the situation so that all the facilities will be finished during a year.
