1. The OJSC “Pamir Energy Company” has received financing from the World Bank toward the cost of the Tajikistan Rural Electrification Project and intends to apply part of the proceeds toward payments under the Contract for EPC: Design, supply, installation, and commissioning of Solar PV + Wind + BESS.
2. The OJSC “Pamir Energy Company” now invites sealed Bids from eligible Bidders for Engineering Procurement and Construction Contract (EPC) including commissioning for Solar PV + Wind + BESS in 22 settlements with 64 load centers in Gorno-Badakhshan Autonomous Region of Tajikistan.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations, which meet the minimum qualification criteria specified in the Bidding documents.

A complete set of the bidding document will be sent by electronic mail in PDF format to all interested Bidders upon the submission of a written application to the email address above.
5. Bids must be delivered to the address below in English language on or before 14:00 hours Dushanbe time on June 29th, 2023. Bidder shall not have the option of submitting their bids electronically. Online submission by email will be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address shown below in section 8 on June 29th, 2023 at 14:00 hours Dushanbe time.
6. All Bids must be accompanied by a Bid Security of USD 225,000.00 (Two hundred twenty-five thousand USD) or in the equivalent amount in local or freely convertible currency calculated at the exchange rate of the USD at the date of June 29th, 2023.
7. All bids must be accompanied by a Forced Labor Performance Declaration and a Forced Labor Declaration as included in the bidding document.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
