DUSHANBE, December 12, Asia-Plus -- The lower house (Majlisi Namoyandagon) of the Tajik parliament (Majlisi Oli) has endorsed a mortgage bill. Galiya Rabiyeva, member of the Majlisi Namoyndagon on Constitution and human Rights, presenting the bill noted that it determined legal foundation of mortgage relations, mortgage entities and rules of conclusion of mortgage agreements.
A regular sitting of the fourth session of the Majlisi Namoyandagon of the third convocation presided over by its chairman, Saydullo Khairulloyev, was held on December 12.
The bill caused lively discussion. The deputy also leader of the Islamic Revival Party (IRPT), Muhiddin Kabiri, suggested that Article 9, which concerns land’s mortgage, should be excluded. “I doubt that when elaborating the bill they have taken interest in opinion of farmers,” Kabiri said.
The deputy Mirzobek Hojiyev, representing the Communist Party in the parliament, seconded him and said, “Land is property of state and mortgaging land is in contrary to the Constitution,” Hojiyev said.
However, during clause-by-clause discussion of the bill, 37 of 50 deputies voted for Article 9.
The deputies also discussed and endorsed the bill on arbitrations and amendments to the administrative, water and tax codes.
They also considered and ratified the government-to-governments agreements between Tajikistan and Azerbaijan on avoiding double taxation and aerial communication.
