DUSHANBE, October 24, 2012, Asia-Plus -- The lower house (Majlisi Namoyandagon) has endorsed the Town Planning Code, which has been offered by the government.
A regular sitting of the fourth session of the Majlisi Namoyandagon of the fourth convocation, presided over by its head, Shukurjon Zuhurov, was held on October 24.
Presenting the code, Abduvali Komilov, director of the Committee for Construction and Architecture under the Government of Tajikistan, said the code raised responsibility of the government institutions for construction of new facilities.
According to him, the town planning code is supposed to regulate the construction and architecture sphere in the country.
“All entities involved in the construction business must take into consideration issues related to providing civil defense while constructing residential and social buildings,” Komilov noted.
Besides, the code removes bureaucratic obstacles in the way of getting construction permits. “The code’s authors have offered to remove some ten construction permits and other construction documents,” Komilov said.
Town planning is a technical and political process concerned with the control of the use of land and design of the urban environment, including transportation networks, to guide and ensure the orderly development of settlements and communities. It concerns itself with research and analysis, strategic thinking, architecture, urban design, public consultation, policy recommendations, implementation and management.
