Ukrainska Pravda reported on May 28 that Volodymyr Zelenskiy says Ukraine has identified three main points in the Peace Formula that will be considered at the Global Peace Summit in Switzerland

He reportedly said this at a press conference with the Portuguese Prime Minister in Lisbon on May 28, 2024.

“We’ve taken three points – nuclear security, food security, and humanitarian issues, which include, by the way, not only [prisoner of war] exchange, but also the return of children stolen by Russia and forcibly taken to Russia.  So these three points are very important.  Perhaps we will also talk about nuclear security and within this point, about the attacks on Ukraine's energy sector,” Zelenskiy was cited as saying.

After that, Zelenskiy reportedly said that representatives of the leaders of all countries will work out the technical details of each of these points.

"We have to work out these three points in detail, and then pass them on to Russia’s representatives and see how they are prepared to implement them," he added.

Meanwhile, according to the Russian Foreign Ministry’s official website, Russian MFA spokeswoman Maria Zakharova told a media conference that Russia has a copy of the summit’s finalized agenda – which still contains nine of the ten Zelenskiy points.

Those points reportedly include the “ultimate demand” for Russia to withdraw its troops and return to the 1991 borders, reparations and compensation from frozen Russian assets.  Russia has concluded that the Burgenstock peace conference is therefore doomed to failure.

Meanwhile, swissinfor.ch (SWI) notes that the focus of the Swiss-hosted Ukraine peace conference will be on nuclear safety, food safety, freedom of navigation and humanitarian aspects, rather than demanding a withdrawal of Russian forces.

The Switzerland's Federal Department of Foreign Affairs (FDFA)  told the Keystone-SDA news agency that it would not directly comment on Russian allegations. However, the conference is intended to provide a platform at which various peace plans can be presented.  “It remains to be seen whether a final declaration can be agreed at the end of the conference,” the FDFA added.

According to the latest information from the FDFA, 70 countries have so far announced their participation in the peace conference in mid-June, ‘most of them at head of state or government level’.  Half are from Europe, the other half from the rest of the world.

TASS reports that Russian President Vladimir Putin has said that Russia will not ask to participate in the conference if it is not wanted there.  According to Russian Foreign Minister Sergey Lavrov, holding the conference in Switzerland is a “road leading nowhere” and Moscow does not see the West's desire to do business in a fair manner.  At the same time, Russia has repeatedly stressed that Moscow has never refused to settle the conflict with Kiev through peace talks.
