In the framework of Russia’s "Nelegal" (Illegal Person) Operation, which took place from June to October 2025, over 19,000 foreign nationals who were illegally residing in the country were deported and expelled. This was reported by the official representative of Russia's Ministry of Internal Affairs, Irina Volk, on her Telegram channel.
According to Volk, during this period, more than 128,000 violations of migration laws were detected. Approximately 100,000 of these violations were related to rules concerning entry, exit, transit, and stay in the country. The remaining 28,000 violations were connected to labor-related infractions committed by foreign nationals.
As part of the operation, around 4,800 criminal cases were initiated on charges related to the organization of illegal migration, and about 1,500 additional cases were filed for other offenses, including the illegal trafficking of drugs and weapons, illegal border crossings, and crimes related to terrorism and extremism.
Additionally, law enforcement authorities identified 673 individuals who were wanted at the federal level, 329 on intergovernmental warrants, and 37 on international warrants.
In a related development, 12 new migration control points were recently established at major airports across Russia. These points are located in airports in Moscow, St. Petersburg, Sochi, Kazan, Novosibirsk, Krasnoyarsk, Yekaterinburg, and other large cities. The main purpose of these control points is to identify foreign nationals who are violating migration laws.
