DUSHANBE, November 5, 2011, Asia-Plus – On Saturday November 5, President Emomali Rahmon congratulated Tajikistanis on the 17th anniversary of the adoption of the Constitution of Tajikistan.  Tajikistan marks Constitution Day on November 6.

In his message of congratulations, President Rahmon said the Constitution that was adopted in 1994 played an important role in formation of independent and democratic Tajikistan and reestablishment of peace and stability in the country.

According to him, the adoption of the Basic Law is one of the most important achievements of the Tajik peoples over the years of independence.

Emomali Rahmon noted that the Basic Law was an institutional and legal guarantee of Tajikistan’s development and rights and freedoms of citizens.

The Constitution of Tajikistan adopted on 6 November 1994 and amended by referendum on 26 September 1999 and 22 June 2003 is the supreme law of the Republic of Tajikistan (Article 10).  Amendments to the Constitution of the Republic of Tajikistan in 1999 established a new bicameral parliament (Article 48) and extended the President''s term of office from five to seven years (Article 65).  The Constitution declares ideological and political pluralism, ensuring human rights and social-legal guarantees.
