By government’s decree, a Republican Headquarters to oversee the digitalization of public services and the transition to cashless payment systems has been established.
According to the document published on the Ministry of Justice's legal information portal, ministries, agencies, local government authorities, enterprises, institutions, and other organizations are required to submit detailed monthly reports on the progress of digitalizing public services and adopting cashless payment systems to the Headquarters by the 5th of each month.
The Republican Headquarters is tasked with the following responsibilities:
- Regularly analyzing mechanisms for assessing the efficiency of public service delivery and cashless payment systems in the operations of central and local government bodies and taking necessary measures to expedite their timely implementation while ensuring information security.
- Preparing and approving its work plan within one month.
- Submitting reports to the government by the 10th of each month on its activities and completed tasks.
Oversight of the decree’s implementation is entrusted to Tajikistan's Prime Minister, Qohir Rasoulzoda.
The Republican Headquarters members include:
- First Deputy Prime Minister of the Republic of Tajikistan – Head of the Republican Headquarters.
- First Deputy Head of President’s Executive Office.
- Advisor to the President of the Republic of Tajikistan on Economic Issues.
- Director of the Agency for Innovation and Digital Technologies under the President of the Republic of Tajikistan.
- Chairman of the National Bank of Tajikistan.
- Minister of Justice of the Republic of Tajikistan.
- Minister of Finance of the Republic of Tajikistan.
- Minister of Economic Development and Trade of the Republic of Tajikistan.
- Chairman of the State Committee on Investment and State-owned Property Management of the Republic of Tajikistan.
- Chairman of the Tax Committee under the Government of the Republic of Tajikistan.
- Head of the Customs Service under the Government of the Republic of Tajikistan.
- Head of the Communications Service under the Government of the Republic of Tajikistan.
- Head of the Legal Department of President’s Executive Office.
- Head of the Strategic Planning and Reforms Department of President’s Executive Office.
- Head of the Finance Department of President’s Executive Office.
- Head of the Center for Information and Communications Technologies of President’s Executive Office.
- Chief Specialist of the Center for Information and Communications Technologies of President’s Executive Office (responsible secretary of the headquarters).
By president’s decree, starting August 1, 2023, payments for public services, fees, taxes, utilities, and medical procedures must be made entirely through cashless transactions. As stipulated in the decree, all entities are prohibited from accepting cash payments from this date onward.
